Yes. It is written into the document, so anyone opening it anywhere sees the corrected orientation. Rotating the view in a reader without saving only affects your own screen.
Does rotating lose quality?
No. Nothing is re-rendered. Only the page orientation value changes, so the content is untouched.
Can I rotate only some pages?

Are my files uploaded to a server?

Does it work offline?
Yes, once the page has loaded once. The engine is cached by the browser, so you can turn off your connection, reload the page and keep working. That is a useful side effect of doing the processing locally rather than a separate offline mode you have to enable.
